Berlin Environmental Zone: Sticker Rules and Entry

To drive into Berlin’s environmental zone, your car must display the required emissions sticker or qualify for an exemption. Meeting the emissions standard alone is not enough: arrange the sticker before entering, including if your car has foreign plates. If neither route applies, park outside the zone and continue by public transport.

Where the environmental zone applies

Boundary
Inner city within the S-Bahn Ring
Operating window
Every day, 24 hours a day, year-round
Permitted sticker
Green
Separate entry charge
None

Berlin’s environmental zone remains legally in force. The restriction concerns the vehicle you bring into the inner city, not the public-transport fare zones used when buying train or bus tickets. Paying for a journey or parking space does not establish permission for your car.

The southern section of the urban motorway, the Stadtautobahn, and its associated access roads are excluded. Elsenbrücke, the bridge over the Spree, and its approach roads are also outside the restriction. These exceptions do not make adjoining inner-city roads unrestricted.

Assess both your destination and its driving approach relative to the S-Bahn Ring. At an entrance, the traffic sign reads “Umwelt ZONE”, meaning environmental zone, and its supplementary sign shows the permitted sticker. Treat the entry sign as the point by which your car must already comply, rather than a prompt to buy a sticker farther along the road.

Which cars need a sticker

  • Electric vehicles and plug-in hybrids with a German E registration plate are exempt. A foreign electric vehicle needs recognised electric-vehicle identification or the blue E sticker. An ordinary foreign plate is not enough.
  • Motorcycles, other two- and three-wheeled motor vehicles, and quads are exempt without an application.
  • Qualifying historic vehicles are exempt with the appropriate historic registration marking, such as a German H plate. Carry the category’s supporting evidence.
  • Vehicles carrying people with disability marks aG, H or Bl qualify. Carry the disability ID. For aG or Bl, the EU disabled parking permit may be displayed behind the windscreen when parked. An H-mark holder without a parking permit should carry Berlin’s exemption certificate.
  • Individual private-use permission is limited to people with severe disabilities holding the G mark and low income, using a vehicle that cannot be retrofitted to meet the required standard. First registration must be before 1 March 2007 for pollutant groups 1–2, or before 1 November 2014 for non-retrofittable group 3 vehicles. Apply to a district road-traffic authority within the zone, documenting disability, income and vehicle eligibility. Permission covers the whole zone for up to 24 months, or until the disability pass expires if sooner; renewal is possible while eligibility continues.

There is no general visitor exemption. Private cars otherwise need the sticker specified above, whether registered in Germany or abroad. Germany’s emissions sticker is relevant when you enter a designated environmental zone, not simply because you cross the national border.

Petrol cars meeting Euro 1 or higher generally qualify. German registration documents must show an emissions key assigned to group 4. A special case concerns cars over 2,500 kg with key 27/0427 and “96/69/EC I”: these require verified PM 1 compliance.

Diesel cars qualify at Euro 4 or higher, or Euro 3 with an approved particulate-filter retrofit. The registration documents and any retrofit evidence determine the classification.

For a rental car, inspect the actual windscreen rather than assuming the vehicle is ready for inner-city driving. Resolve a missing or illegible sticker with the rental desk before entering. An electric rental car must have the qualifying identification if you intend to rely on that exemption.

Getting and displaying the sticker

  1. Take your vehicle registration certificate to a vehicle-inspection centre such as TÜV or DEKRA, or an authorised emissions-testing garage or service station.
  2. Have the issuer establish eligibility from the vehicle documents and any relevant supporting evidence.
  3. Verify that the registration number in the sticker’s white field matches your vehicle’s number. A sticker with no number is invalid.
  4. Affix the sticker to the windscreen where it is clearly visible before entering the zone.

For foreign-registered vehicles, the issuer uses the European emissions standard in the registration documents. If that is not stated, the first-registration date is the basis for classification. You can also provide optional emissions evidence from the manufacturer or a technical certification agency.

If the papers lack details such as engine type or vehicle age, take the vehicle to a technical certification agency. Presenting it can help establish the missing details, making this a more useful option than ordering solely from incomplete paperwork.

Berlin’s LABO online service charges €6 per sticker, comprising €5 for issuance and €1 for postage and packaging. This is a sticker purchase, not a recurring access payment.

An existing qualifying sticker has no expiry date while its registration number remains current and legible. You do not need a new one simply for a Berlin visit. Replace it if re-registration changes the number or the lettering becomes illegible.

Arriving without a valid sticker

Do

  • Choose parking on your arrival side, with its entrance and the entire driving approach outside the zone.
  • Consider parking access conditions and charges alongside the onward public-transport journey and return connection.
  • Obtain a missing sticker at an outlet you can reach without entering the restriction, or leave the car outside and continue by train or bus.

Don’t

  • Drive into the zone to buy a sticker: the purpose of the trip does not grant entry permission.
  • Follow navigation through the zone merely because the final parking space is outside it.

Use Berlin park-and-ride sites and train connections to identify options serving your actual destination. Choose the onward connection for where you are going, rather than treating any train into central Berlin as equally useful.

For a late return, consider how you will reach the parked car after your visit. Keeping the onward and return journeys together in your plan avoids choosing a convenient arrival connection that leaves an awkward trip back.

Unauthorised entry and penalties

Berlin Police checks moving traffic. District public-order offices, the Ordnungsämter, enforce the requirement for parked vehicles.

Arrange the sticker or establish your exemption before crossing the boundary. If neither is possible, use the outside-zone parking alternative rather than driving farther into the centre.
