Florence ZTL: Times, Fines & Access Rules

If you are arriving in Florence by car, assume the historic centre is off-limits unless your vehicle has confirmed ZTL authorisation. Florence’s Zona a Traffico Limitato is a camera-controlled area, and a rental car is not exempt simply because it is rented. Your safe default is to stop outside the restricted area and continue by tram, bus or on foot. If a hotel or garage inside the zone is expecting you, arrange number-plate registration before you approach a controlled gate.

Florence ZTL: the visitor’s direct answer

Yes, Florence has a ZTL, or Zona a Traffico Limitato, covering much of the historic centre. For an ordinary visitor, the direct answer is simple: do not drive towards the centre unless access has been explicitly confirmed for your vehicle. The gates read number plates automatically, so a sat-nav route, a hotel booking or a rental agreement does not create permission.

The restricted area broadly follows the ring of boulevards around the old city and includes central districts around the Duomo, Santa Croce, Santa Maria Novella and Santo Spirito. Until you have resolved those points, the practical choice is to avoid every signed telematic entrance rather than gamble on whether a particular street appears open.

Where the restricted area starts

The Florence ZTL covers much of the historic centre inside the ring of boulevards around the old city, including the central areas around the Duomo, Santa Croce, Santa Maria Novella and Santo Spirito. Roads running around this edge are not automatically inside the restricted area, but an approach can turn into a controlled entry quickly. Think of the zone as a broad central area, not a single pedestrian street or one isolated square.

The official map divides the ZTL into sectors A, B, O, F and G and marks the perimeter with numbered telematic gates. At each controlled entrance, dedicated road signs identify the restriction and cameras read passing number plates automatically. The illuminated sign and its access signal matter at the gate: a route around the edge is lawful only if it stays outside the marked boundary or you have the authorisation that applies to that entry.

Before setting off, locate your destination on the map and identify an approach that does not cross a gate unless the destination has arranged access. Check the whole route, not just the final few metres. A central address can be inside the ZTL even when a nearby road, car park or station is outside it; the map is for understanding that relationship, while the signs at the gate determine the immediate restriction.

When the controls apply

Florence’s ZTL is not closed around the clock, but that does not make an apparently clear route safe. The restriction depends on the sector, day, season and gate. During an active period, ordinary visitor traffic is not allowed unless it falls within an authorised category and the vehicle is recognised accordingly. On Sundays and public holidays, the regular daytime controls do not apply in the sectors where that schedule is defined, but permanent gate prohibitions and exceptional orders can still matter.

During a controlled daytime period in sectors A, B and O, ordinary visitor traffic is not allowed unless it falls within an authorised category and the vehicle is recognised accordingly. Residents, disabled users, emergency services, taxis, some workers, deliveries, healthcare users and customers of authorised hotels or garages may qualify under specific categories. There is no blanket visitor exemption. A green route on a navigation app is therefore not evidence that access is permitted.

At the entrance, follow the dedicated sign and illuminated access signal, then use the official annual schedule for the date rather than relying on a remembered pattern. The controls can differ by gate, and permanent prohibitions remain separate from the regular timetable. If your authorisation is not confirmed, turn away before the camera point.

How visitors enter legally

A Florence ZTL pass is not a general sightseeing permit. Legal entry depends on a category that applies to your journey, such as a registered hotel or garage access, or a municipal daily permit. Contact the destination before driving towards the centre. A booking, a paid parking space or the fact that a property is open does not by itself authorise the vehicle.

Confirm that your journey qualifies and ask the hotel, B&B, garage or other destination whether it can register the vehicle for the authorised access. Send the exact number plate and country, together with your arrival details.
If you need a municipal permit, use the Servizi alla Strada online portal. Select “Autorizzazioni ZTL/ZCS”, then “ZTL” and the authorisation you need. For a vehicle under 35 quintals, choose “Transit only” or “Transit and parking” for the intended date.
Obtain the permit before crossing the gate. A daily permit runs from 00:00 to 24:00 on the selected date, or from purchase time until midnight when issued on that same day. Print it and display it clearly inside the vehicle before transit.
Follow the authorised approach and any route or stopping conditions given by the destination. Registration is for the permitted journey, not an invitation to drive around the historic centre.
Keep the confirmation, permit and vehicle details together. If the plate has not been registered or the authorisation is unclear, do not enter: leave the car outside the ZTL and continue by public transport or on foot.

Vehicles over 35 quintals require the specified documentation through the portal, while tourist buses and minibuses use the dedicated bus-authorisation procedure. Other eligible cases, including accessibility and essential services, have their own municipal rules. The safe sequence is always eligibility first, registration or permit second, controlled gate last. Retrospective registration cannot repair an entry made without permission.

Unauthorised entry and safer alternatives

If an active gate reads an unauthorised number plate, the problem is not a navigation error but an enforceable traffic violation. The camera record leads to the penalty, while the lawful alternative is to stop before the restricted area and change how you reach the centre.

The penalty follows the camera record

Florence’s ZTL cameras record each vehicle crossing a controlled gate and can issue a penalty without stopping the driver. The official Highway Code range for unauthorised ZTL entry is €83-€332. Payment within 5 days of notification reduces the fine by 30%, giving €58.10-€232.40 before procedural costs. That is a traffic penalty, not a parking tariff, access fee or charge for a space at a garage.

The relevant event is each unauthorised crossing during an active controlled period, not how long the vehicle stays inside or whether the driver intended to stop only once. Separate recorded crossings can create separate penalties, including a return through the same gate or entries through different controlled gates. A first notice does not create permission for a later crossing, and a hotel or garage cannot retrospectively clear an access that was not registered in time. This is why testing the boundary, turning around after the camera or making several short visits can increase the total consequence. The camera record concerns entry; it does not replace a parking payment, and paying for a space does not cancel the traffic violation. Google Maps shows roads, not permission

Google Maps and similar apps can display a mapped ZTL or route you towards a road that looks usable, but they do not grant permission to enter. Their coverage and live gate information can lag behind signs, annual orders or a temporary restriction. Treat the app as a routing aid only. If the suggested route approaches an active telematic gate and your authorisation is not confirmed, abandon that approach before the camera and reroute outside the zone.

The replacement is practical: leave the car outside the centre, then continue by tram, bus or on foot. Villa Costanza park-and-ride is one lawful outside-centre option from the A1, with the T1 tram continuing towards central Florence. Otherwise choose a garage or lot explicitly outside the ZTL. Quick Central Parking Garage, at Via dei Fossi 50R, is already inside the historic centre and therefore is not an outside-ZTL fallback. If you use an inside-centre garage, follow its access directions, enter only for that authorised parking purpose and have staff register the exact plate with the municipality. The garage is roughly 500-650 m from Santa Maria Novella station, about a 9-10 minute walk; the Basilica, Palazzo Strozzi, Piazza della Repubblica, the Duomo, Ponte Vecchio and the Uffizi are also reachable on foot. Confirm the garage’s procedure, vehicle eligibility, opening arrangements and availability before relying on it, and allow extra retrieval time if staff may move the car.
