Milan Area C: Hours, Tickets and Area B Access

If you drive into central Milan, check whether your car is allowed through Area C before buying a ticket. Its cameras read your registration at the entrance gates, so an eligible car that owes the charge needs a ticket activated against that plate. Area B covers a much wider part of Milan and can restrict your drive towards the centre even if you never cross an Area C gate. For a hire car, get its actual plate and emissions details before setting off.

Area C is the central restricted-traffic district around the former bastions, with electronic entrance gates. Driving through an entrance gate triggers the number-plate check, but being near the district does not. The gate, rather than a nearby landmark, is what matters when deciding whether your journey needs a ticket. Treat a map of the historic centre as orientation, not as a way to decide whether a particular turn crosses a controlled entrance.

If your destination is a hotel, garage or address near the old bastions, decide on access using the entrance you will actually drive through, not the address alone. A route that remains outside the gates does not create an Area C entry, but one that passes a gate does, even if you only intend a brief stop. Keep the central boundary in mind when planning, then settle vehicle eligibility and the ticket before you take the approach that leads inside.

The photograph shows the Arco di Porta Ticinese near an Area C access point. It is a useful reminder that the controlled event is passing a signed gate, not simply reaching a well-known sight in Milan.

Which vehicles may enter Area C?

An Area C ticket does not make a barred vehicle eligible to enter. Before you pay, use the city’s Area C vehicle checker with the full number plate without spaces and its country of registration. If the plate is not recognised, establish the vehicle’s emissions details separately rather than assuming that payment grants access.

For non-resident passenger cars, the prohibited groups include petrol Euro 0–3 and Euro 5 diesel. Diesel Euro 0–4 restrictions also depend on the particulate filter: cars without a filter or with a non-compliant aftermarket filter are barred, while factory-filtered Euro 3 and 4 cars can be barred if the registration certificate’s V.5 particulate value is above the applicable limit or missing. Dual-fuel diesel–LPG and diesel–methane Euro 0–4 cars are also prohibited. Do not treat a fitted filter alone as proof of admission. Resident rules differ, so the non-resident list is not a substitute for checking your particular plate.

Fully electric passenger cars do not need to buy the Area C ticket; check the plate’s access status rather than assuming the charge exemption settles every condition. Motorcycles and mopeds also avoid the charge, but Euro 0–1 two-stroke and Euro 0–1 diesel models cannot enter. Further older motorcycle and moped classes become barred from 1 October 2027, including Euro 2–3 two-stroke and diesel models and Euro 0–2 four-stroke petrol models.

A disability-permit vehicle can be exempt from the charge when the permit holder is on board, and specially equipped vehicles transporting people with motor disabilities may qualify too. Some low-emission hybrids have a charge exemption, subject to their category. An exemption may require registration, authorisation or documents, and exemption from payment is not necessarily exemption from an emissions ban. Establish the applicable permission before approaching the gate.

Before you cross an Area C gate

Do

  • Check the actual plate and registration country against vehicle access rules.
  • Establish any applicable disability or hybrid exemption and its conditions before entry.

Don’t

  • Buy a ticket as a substitute for permission for a prohibited emissions class.
  • Assume a charge-free motorcycle or hybrid is automatically exempt from every access restriction.

Paying for and activating an Area C ticket

  1. Check that your passenger car is allowed into Area C, because payment cannot lift an emissions ban.
  2. Buy the standard €7.50 daily ticket through the municipal Area C ticket service. It covers the same vehicle’s repeated entries and exits on the day of its first entry, until 19:30, but parking is a separate cost.
  3. Activate the ticket by linking its PIN to your car’s actual number plate in the Area C activation service, even if you bought it before entering. For an ordinary ticket, do this by midnight on the day after entry.
  4. If your ticket came from a participating garage, link its 12-character alphanumeric PIN to the plate through the activation service by midnight on the day of entry instead.

Keep the ticket PIN and the registration of the car you will actually drive together. This matters particularly if you change hire cars before setting off: a ticket associated with a different plate will not cover the car you take through the gate. If you make several stops in the centre that day, you can leave and re-enter in the same car, but changing cars calls for a separate ticket linked to the replacement plate.

Area B on the way to Area C

You may drive in Area B only if your car is eligible or has an applicable authorised exception. The zone covers much of Milan’s municipality beyond central Area C, so avoiding the historic-centre gates does not necessarily avoid restrictions on the approach. Area B operates Monday to Friday, 07:30–19:30, excluding public holidays. An admitted passenger car pays no Area B entry charge, but that does not remove any Area C payment due farther into the centre.

Passenger-car bans include petrol Euro 0–3, diesel classes through Euro 5 under the applicable vehicle and filter conditions, and dual-fuel diesel–LPG or diesel–methane Euro 0–4. A diesel’s filter type, when it was installed and the V.5 entry on its registration certificate can affect the result, so a broad fuel-and-Euro label alone is not a safe access decision. Run the intended vehicle through the applicable eligibility process before choosing a route towards Milan.

Purpose-specific allowances exist, including arrangements for certified historic vehicles and certain journeys to interchange parking for Euro 5 diesel cars. Non-resident passenger-car users may also qualify for limited exemption days, but registration and activation conditions apply. An Area B allowance does not cancel regional environmental restrictions or give permission to enter Area C. If your car is prohibited and you have not secured an applicable exception, leave it outside the controlled area and use public transport instead.

Lampugnano parking and the M1 alternative

At Lampugnano, you can leave an eligible car before Area C and take the M1 red metro line into central Milan. The car park is within Area B, not Area C: the approach can cross an Area B camera, though it does not require passing an Area C gate. A car barred from Area B cannot simply drive to the car park without an applicable exception.

For a Euro 5 diesel passenger car, the special Area B access exception is limited to journeys to Lampugnano by a holder of a monthly or annual parking pass. Before entering Area B, register on its portal, associate the plate and submit the request with the vehicle registration document and a copy of the pass. The exception is limited to the Sant’Elia gate, and an occasional parking payment by itself is not the required pass. Other Area B and regional restrictions still need to be respected.

The car park has entrances from Via Sant’Elia and Via Natta and opens daily, 05:30–01:00 on weekdays and 06:00–01:00 on holidays. For occasional parking, ATM charges by stay-length band rather than by the hour:

For stays beyond 24 hours, the time-band fares are added together. The special event rate is €4.00. The location marker below identifies the car park, not the edge of either traffic zone.

Hire cars and foreign plates

A foreign plate does not exempt a car from Area B or Area C. Both zones apply their vehicle rules to foreign-registered passenger cars. For a hire car, obtain the actual registration number, registration country and emissions details from the vehicle documents before testing eligibility, because the car you collect may not be the one you expected when making plans.

If the hire car owes the Area C charge, activate the ticket against that car’s actual plate, not a booking reference or another vehicle’s registration. For a car restricted in Area B, non-resident exemption days are conditional on prior plate registration and activation, not an automatic allowance attached to a foreign registration.

A hire company may separately charge for handling a traffic-violation notice, depending on your rental agreement. That processing charge is not the city’s penalty, and the agreement determines whether and how much the company charges. Keeping the correct plate details with your ticket helps you distinguish a payment problem from a notice sent on to the hire company.

If you entered without valid access

First establish whether the car was eligible to cross the gate. Area C cameras read your plate on entry and match it to access permission and any required active ticket. If the vehicle was allowed but you linked a PIN to the wrong plate or had a purchase or activation problem, contact Area C assistance within the applicable correction window in the warning above. Have the plate, PIN and entry details ready to identify the transaction.

If you had no valid payment for an eligible car and missed the ordinary window, use MyAreaC to regularise the entry. For a garage-issued PIN problem, seek assistance under the earlier deadline rather than assuming another ticket will correct the plate the cameras recorded.
